In India, the observance focuses on developing innovative youth skill programmes and showcasing progress under the Skill India Mission, launched in 2015. This national initiative aims to bridge the gap between industry requirements and workforce capabilities.
Assam’s commitment to skill development is institutionalised through the Assam Skill Development Mission (ASDM), established by the state government in 2015 under the aegis of the Skill, Employment and Entrepreneurship Department. ASDM’s vision is to build the capacity of unemployed youth and deliver quality skill training leading to meaningful employment. The mission began functioning in January 2017 as the apex body for skill initiatives in the state.
Over the years, ASDM has undertaken various programmes, including the Placement Linked Skill Development Training Program (PLSDTP), and implemented national schemes like Pradhan Mantri Kaushal Vikas Yojana (PMKVY). In September 2023, Chief Minister Sarma inaugurated 60 training centres under ASDM to train 5,750 youth in 59 vocations and flagged off the “Skill Yatra” to promote skill awareness.
A cornerstone of Assam’s skill development strategy is the Assam Skill University (ASU). The Assam Legislative Assembly passed the Assam Skill University Act in September 2020, leading to its establishment. The foundation stone for the university was laid in February 2021 by former Chief Minister Sarbananda Sonowal.
The university project, funded by an External Aid Project (EAP) with significant support from the Asian Development Bank, has an estimated budget of around Rs 1,000 crore to Rs 1,070 crore. The city campus at Birubari, Guwahati, within the ITI-Guwahati campus, commenced sessions for the academic year 2024-25. The main campus in Mangaldai is expected to be operational from the academic session 2025-2026, with the university projected to be fully functional by 2025.

The university will offer multidisciplinary skill training across nine different streams, including future technologies such as AI, robotics, 3D printing, augmented reality, and quantum physics.
- Global Employment Opportunities: The state is actively working to connect its youth with international job markets. A notable initiative is the Japanese language training under the CM Flight Scheme, which prepares candidates for employment opportunities in Japan. The government has invested approximately Rs 1.5 lakh per trainee under this scheme.
- Indigenous Skill Training: Under the “Indigenous Skill Training by Gurus” scheme, special focus is given to preserving and promoting traditional trades of Assam, such as mask making and bell and brass metal crafts. This scheme initially covers 15 districts, with 10 candidates selected from each.
