Assam Launches CM Atmanirbhar Asom Abhijan 3.0 for Youth

The scheme provides financial assistance ranging from Rs 2 lakh to Rs 5 lakh, disbursed directly to beneficiaries through bank transfers. The primary objective, as stated by government officials, is to equip unemployed youth with the necessary capital and skills to establish their own ventures.

The initiative is managed through an official portal, cmaaa.assam.gov.in, developed by NIC Assam, which facilitates online registration and application processing. The scheme also includes provisions for structured skill training modules to help beneficiaries develop detailed project reports and navigate market dynamics.

Background

The ‘CM Atmanirbhar Asom Abhijan 3.0’ is the latest iteration of a series of self-employment initiatives by the Assam government. The first phase, ‘Mukhyamantri Atmanirbhar Asom Abhijan 2023’, was launched by Chief Minister Sarma on September 23, 2023. This initial phase aimed to provide financial aid to two lakh youths, with assistance ranging from Rs 2 lakh to Rs 5 lakh, depending on their educational qualifications and proposed ventures.

Following its initial success, the ‘Chief Minister’s Atmanirbhar Asom Abhijan 2.0’ was launched on October 19, 2024, targeting 75,000 young entrepreneurs. Under CMAAA 1.0, 25,238 budding entrepreneurs received the first installment of Rs 75,000. The scheme is a key component of the Bharatiya Janata Party’s pre-poll promise in 2021 to generate 100,000 jobs for unemployed youths in Assam.

The state government has also been focused on transparent recruitment processes for government jobs, having provided approximately 1.6 lakh government jobs to youths while simultaneously exploring alternative avenues for employment. The Assam Interim Budget 2026-27 highlighted the Chief Minister’s Atmanirbhar Asom Abhiyaan as a major self-employment initiative, with plans to expand benefits to five lakh more youths.

The ‘CM Atmanirbhar Asom Abhijan 3.0’ offers financial assistance of up to Rs 5 lakh. Specifically, applicants pursuing general courses are eligible for Rs 2 lakh, while those with professional degrees in fields such as engineering, MBBS, BDS, agriculture, animal husbandry, and fishery can receive up to Rs 5 lakh. This assistance comprises a government grant (subsidy) and an interest-free loan component, disbursed in installments.

To be eligible for the scheme, applicants must be permanent residents of Assam, aged between 28 and 45 years as on April 1, 2024. An age relaxation is provided for Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Class (OBC) applicants. A minimum educational qualification of Class 10 pass is required for general, SC, ST, and OBC categories. For professional categories, a minimum four-year degree in specified fields is mandatory.

Applicants must possess relevant skills or knowledge for their proposed business activity, have a bank account opened before April 1, 2024, and be registered with an Employment Exchange before the same date. Individuals who have defaulted on any loan from cooperative or nationalized banks are not eligible. Furthermore, beneficiaries of CMAAA 1.0 are not eligible to apply for CMAAA 3.0.

The scheme supports ventures in various sectors, including agriculture, horticulture, dairy, fisheries, poultry, plantation, wood-based industries, fabrication, hardware businesses, packaging units, and ready-made garments. A one-month free skill and entrepreneurship training is provided to selected applicants, followed by a Rs 10,000 stipend upon successful completion.

The Assam government plans to further expand the reach of the Chief Minister’s Atmanirbhar Asom Abhijan, with discussions underway to benefit nearly 10 lakh youths in the future. The state also aims to link existing beneficiaries with central schemes such as the Pradhan Mantri Mudra Yojana (PMMY) and the Prime Minister’s Employment Generation Programme (PMEGP) to help them upscale their businesses.

The continued emphasis remains on transparent recruitment processes and skill development initiatives to ensure sustainable employment generation and economic growth across the state.
