Adani Group to Create 40,000 Jobs in Assam with Rs 48,000 Crore Power Project

Guwahati: Adani Group Director Jeet Adani on Sunday announced that the conglomerate’s businesses in Assam are projected to generate approximately 40,000 direct and indirect job opportunities, primarily driven by the upcoming 3,200 MW ultra-supercritical thermal power project in the Dhubri district. The announcement was made during the foundation stone-laying ceremony of the significant power plant at Chapar, Dhubri, attended by Assam Chief Minister Himanta Biswa Sarma.

This substantial job creation initiative underscores the Adani Group’s expanding footprint in the northeastern state and comes as a crucial boost to Assam’s employment landscape, which has grappled with a rising number of job seekers. The investment aligns with the state government’s focus on attracting private sector capital to fuel economic growth and address unemployment challenges across various sectors.

What was announced

Adani Group Director Jeet Adani, speaking at the foundation stone-laying ceremony in Chapar, Dhubri, on September 20, 2026, stated that the group’s diverse businesses operating within Assam would collectively create around 40,000 direct and indirect job opportunities for the local populace. The thermal power project, a key component of this expansion, is expected to be a significant employment generator.

The 3,200 MW ultra-supercritical thermal power plant, being developed by Adani Power Limited, represents an estimated investment of Rs 48,000 crore. This project alone is projected to create up to 20,000 jobs during its construction phase and an additional 5,000 permanent and indirect jobs once it becomes operational.

Mr. Adani also highlighted that the Adani Group has already conducted four to five job drives in the region, leading to the hiring of 4,500 local youth from Assam. He emphasised that the current announcement marks “just the beginning” of further opportunities as the group expands its operations in the state.

Why it matters

The announcement of 40,000 job opportunities is a significant development for Assam, a state where unemployment remains a pressing concern. According to the Economic Survey of Assam 2025-26, the state’s overall unemployment rate for individuals aged 15 and above stood at 3.9 percent in 2023-24, which was higher than the national average of 3.2 percent. Urban areas faced greater stress with an unemployment rate of 7.4 percent.

Furthermore, data presented in the Assam Legislative Assembly indicated that there were 1,543,350 registered unemployed persons as of June 30, 2026. The number of registered educated job-seekers reached 21.16 lakh in 2024, highlighting a widening gap between educational attainment and available employment.

The Adani Group’s investment, particularly in the energy sector, is expected to provide a substantial impetus to industrial development and economic activity in Dhubri and the broader region. Chief Minister Himanta Biswa Sarma described the Chapar project as one of the largest single investments ever made in Assam, which will significantly boost the state’s power generation capacity and create large-scale employment opportunities.

Jeet Adani articulated a vision for Assam to become the “Battery of India,” transforming into a major energy hub that powers the entire nation. This strategic positioning could unlock further investment and development, creating a long-term positive impact on the state’s economy and its workforce.

Background

The Adani Group’s commitment to Assam extends beyond the thermal power project. The conglomerate has outlined plans for total investments in the state to exceed Rs 80,000 crore across various sectors, including power, aviation, and cement. This broader investment strategy is moving from initial commitments to on-ground execution over the next three to four years.

The Rs 48,000 crore thermal power plant in Dhubri is part of a larger Rs 63,000 crore power investment plan by the Adani Group in Assam. This includes an additional Rs 15,000 crore earmarked for two Pumped Storage Plants (PSPs) with a combined capacity of 2,700 MW, to be developed by Adani Green Energy Limited. Adani Energy Solutions Limited is also actively implementing smart-metering projects across the state to modernise power distribution infrastructure.

These investments are a direct outcome of the investment commitments made during the Advantage Assam Investor Summit 2.0. Chief Minister Himanta Biswa Sarma had previously met with Jeet Adani in April 2025 to expedite the implementation of the group’s initial Rs 50,000 crore investment commitment in the state, which included discussions on an aero-city, hotels, cement plants, and key infrastructure projects.

The Adani Group’s presence in Assam also includes the development of an aero-city near the Lokapriya Gopinath Bardoloi International Airport in Guwahati, along with plans for cement and Maintenance, Repair, and Overhaul (MRO) projects.

Key details

The 3,200 MW ultra-supercritical thermal power plant at Chapar, Dhubri, will comprise four units of 800 MW each. It will utilise ultra-supercritical technology, designed to enhance efficiency while incorporating modern environmental safeguards. The project is slated for commissioning in phases, with operations expected to begin from December 2030.

The total investment for the thermal power project stands at approximately Rs 48,000 crore. This forms a major part of the Adani Group’s overall Rs 63,000 crore investment in Assam’s power sector, which also encompasses the 2,700 MW pumped storage plants by Adani Green Energy.

Beyond direct employment, the thermal power project is expected to create extensive opportunities for local contractors, suppliers, transport operators, and service providers, integrating them into the Adani Group’s expanding vendor ecosystem within Assam.

The Adani Group’s broader investment strategy in Assam, exceeding Rs 80,000 crore, covers diverse sectors, indicating a comprehensive approach to contributing to the state’s economic development and job market.

Reactions

“The North-East is emerging as a vital frontier in India’s growth story, and we are proud to contribute to its transformation. Our 3,200 MW thermal power project and 2,700 MW PSP projects in Assam collectively represent not only the largest private sector investment in the region but also firm steps toward energy security, industrial development and job creation.” Jeet Adani, Director, Adani Group, said.

“I truly believe that in the coming years, Assam won’t just generate energy for its own needs—it will become a major energy hub, powering the security of the entire nation. You could say that Assam has the potential to become the ‘Battery of India’.” Jeet Adani said.

“Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0. With an investment of nearly Rs 48,000 crore, this project will constitute one of the largest single investments ever made in Assam.” Chief Minister Himanta Biswa Sarma said.

“The project will also create jobs and open up opportunities for local contractors, suppliers and businesses. We are proud to invest in Assam and be part of the state’s economic growth.” Jeet Adani said.

What’s next

The thermal power project at Chapar is scheduled for phased commissioning, beginning in December 2030. This timeline suggests a sustained period of construction activity, which will continue to generate significant employment opportunities. The Adani Group’s ongoing and planned projects across power, aviation, and cement sectors are expected to translate into further on-ground developments over the next three to four years, continuing to create new economic avenues for the state.

The state government, under Chief Minister Himanta Biswa Sarma, is committed to facilitating these investments, ensuring swift disposal of requirements and allotting suitable land to strengthen Assam’s economic gateway. The collaboration is anticipated to unleash novel possibilities in logistical connectivity and allied infrastructure, fostering a landscape for flourishing business opportunities in diversified sectors.
