Guwahati: The Assam government is set to introduce a fully automated, technology-driven system for the transfer of government employees, a move aimed at curbing political interference and streamlining administrative processes. Chief Minister Himanta Biswa Sarma announced that the new system would ensure transparency and efficiency in postings and transfers across departments.
This initiative marks a significant shift from the traditional manual transfer system, which often faced criticism for a lack of transparency and susceptibility to external influence. The digital platform is expected to reduce administrative delays, minimise discretionary decision-making, and ensure that transfers are conducted based on predefined criteria such as service tenure, departmental requirements, and vacancy positions.
What was announced
Chief Minister Himanta Biswa Sarma formally launched the Swagat Satirtha Portal 2.0 on Monday, February 2, 2026, at Lok Sewa Bhawan in Guwahati. The portal is an upgraded digital platform specifically designed to simplify and institutionalise the mutual transfer process for Grade III and Grade IV government employees. Addressing the launch event, Chief Minister Sarma said Assam is the only state in the country to have institutionalised mutual transfers through a fully digital mechanism.
The Chief Minister had previously indicated the government’s intention to mechanise employee transfers, stating in December 2025 that the decision for transfers would soon be taken by machines, thereby diminishing the influence of ministers and MLAs. He also revealed plans to eliminate transfer files altogether from Assam within the next three years, with a notification to be issued after two years allowing no manual transfers except in extreme medical emergencies.
Why it matters
The introduction of a fully automated transfer system is poised to significantly enhance transparency and accountability within the state’s administrative machinery. Chief Minister Sarma highlighted that the digital system has eliminated unnecessary file movement and reduced the financial burden on employees, estimating that processing over 9,000 physical transfer orders would have cost employees nearly Rs 9 crore.
The system aims to address long-standing issues of political interference and the role of middlemen in the transfer process. By making transfers rule-based and technology-enabled, the government seeks to prevent rent-seeking practices and ensure fairness. The initiative is expected to bring governance closer to employees by providing a transparent and accessible system for mutual transfers.
Background
The Assam government has been progressively moving towards digital governance and administrative reforms. The initial version, Swagat Satirtha 1.0, had already approved 4,502 applications, facilitating mutual transfers for 9,004 employees across 32 state government departments. This earlier success laid the groundwork for the upgraded portal.
Historically, government employee transfers in Assam, like in many other states, have often been subject to manual processes, leading to allegations of favouritism, delays, and a lack of clear guidelines. Previous policies, such as one issued in June 2023, established eligibility criteria for annual transfers based on tenure, with officers in higher ranks transferred after three years and lower-ranked officials after five years. However, the Chief Minister noted in April 2022 that the stipulation of obtaining prior approval from the Chief Minister for transfers before the normal three-year tenure was not always observed.
Chief Minister Sarma has consistently emphasised the need to curb political interference in transfers, particularly in departments like the police, where he stated in May 2021 that transfers and postings would be dealt with by the Office of the Director General of Police based on merit. The state has also implemented other technology-driven initiatives, such as the CM-TRANS (CM-Transport Randomized Allocation Networked System) in May 2022, for uniform work distribution in transport offices, further demonstrating a commitment to digital reforms.
The government’s broader digital reform agenda includes initiatives like the Assam Right to Public Services (ARTPS) Portal, which has processed over six million service requests with a 69 percent on-time delivery fulfilment rate by March 2023. This context underscores the state’s ongoing efforts to leverage technology for improved governance and citizen-centric service delivery.
Key details
The Swagat Satirtha Portal 2.0 specifically caters to mutual transfers of Grade III and Grade IV government employees. The transfer process is designed to be time-bound, with efforts to complete the current round by March 7, 2026. Another round of mutual transfers is expected to be completed before March 31, 2026, to enable employees to contribute from the beginning of the new financial year.
Employees who have already benefited from the portal once will not be eligible to apply again. However, those who applied previously but were unsuccessful will be given higher priority in the second round. The system allows employees to apply for transfers online, and approvals will depend strictly on vacancy availability, with the system granting or denying transfers accordingly.
The Chief Minister also announced plans to introduce a new scheme allowing government employees to avail advance salary in times of need, to be recovered later either in instalments or as a lump sum. This scheme draws inspiration from a similar system implemented in Rajasthan, where transactions worth nearly Rs 300 crore have taken place.
Reactions
“Through Swagat Satirtha 2.0, Assam is setting new benchmarks in digital governance and transparency. Transfer of government employees must be rule-based, technology-enabled and should never turn into a means for rent-seeking,” Chief Minister Himanta Biswa Sarma said.
“The digital mutual transfer has helped employees and their family members who have to visit the state secretariat often to exert pressure on officials, which leads to the emergence of middlemen to facilitate the process,” Chief Minister Sarma said. He added that the digital system has eliminated unnecessary file movement and financial burden on employees.
What’s next
The Assam government aims to completely eliminate manual transfer files within the next three years. A notification is expected to be issued after two years, restricting all manual transfers except for extreme medical emergencies. The ongoing round of mutual transfers is slated for completion by March 7, 2026, with another round before March 31, 2026.
The government will continue to refine the automated system, with detailed guidelines and timelines for full implementation across all departments expected to be issued after internal consultations. Officials familiar with the plan said the government is likely to pilot the system before expanding it statewide.
