Assam Skill University’s Main Campus to Open in June 2026

The main campus operations of the Assam Skill University Project, supported by the Asian Development Bank (ADB), are set to commence in June 2026, marking a significant milestone in the state’s efforts to bolster its skills education and training ecosystem. This development aims to enhance employability among the youth and elevate skill levels to meet industrial demands across Assam. The operationalisation of the main campus in Mangaldoi is expected to strengthen the skills education and training system in Assam, creating pathways for skills progression and mobility between technical and vocational education and training (TVET) and higher education. Officials familiar with the project said the university will play a crucial role in accelerating sustainable and inclusive infrastructure and industrial development in the state.

What was announced

The Assam Skill University Project (ADB Project ID: 53277-002) confirmed that activities at its main campus are scheduled to begin in June 2026. This follows the commencement of operations from an interim campus in Guwahati in July 2024. The project, a collaborative effort between the Government of Assam and the Asian Development Bank, focuses on establishing a state-of-the-art institution dedicated to skill development. The university is being developed on 250 bighas of land in Gerimari Chapori village under Mangaldoi Sub-division in Darrang district, approximately 74 kilometres east of Guwahati. Chief Minister Himanta Biswa Sarma, during a visit to the construction site in June 2024, reviewed the progress and instructed officials to ensure timely completion of the work.

It will cater to over 10,000 students, providing specialized short-term training, advanced diplomas, Bachelor of Vocation, Master of Vocation, and research-level vocational courses. Background

The Assam Skill University project gained legislative backing with the passage of The Assam Skill University Act, 2020, by the Assam Legislative Assembly on September 3, 2020. The Act received the Governor’s assent on October 12, 2020. The foundation stone for the university was laid by then Chief Minister Sarbananda Sonowal on February 15, 2021, in Mangaldoi. The project is an external-aided initiative, with the Asian Development Bank approving a $112 million loan in December 2021 to support its establishment. An additional $1 million grant from the Japan Fund for Poverty Reduction supplements the loan, specifically for introducing technologies for smart campus management and integrated teaching, learning, and career development. The total estimated cost of the project is $140 million, with the Government of Assam contributing 20 percent of the funding. The Assam Skill Development Mission (ASDM), under the Skill, Employment and Entrepreneurship Department of the Government of Assam, serves as the implementing agency for the project. The mission’s vision is to build the capacity of unemployed youth and deliver quality skill training for meaningful employment. The university is recognised by the University Grants Commission (UGC) and is touted as the first skill university in the Northeast India region.

The Assam Skill University campus in Mangaldoi is designed to be environmentally sustainable and climate-resilient, equipped with state-of-the-art technologies. It will feature advanced facilities such as an effluent treatment plant, rainwater harvesting systems, and energy conservation through solar power. The university plans to establish nine schools and four Centres of Excellence, offering a diverse academic structure with specialized programs and research opportunities. The curriculum will span National Skills Qualification Framework (NSQF) levels four to eight, covering a wide array of sectors. These include agricultural and food technology, manufacturing and construction, mobility, management and finance, tourism, hospitality, and healthcare. The university is also exploring partnership arrangements with international institutions and industry players from countries such as Singapore, Germany, Taiwan, South Korea, Australia, Israel, Japan, and the United Kingdom to provide sector-specific expertise.

Reactions

Chief Minister Himanta Biswa Sarma has consistently underscored the state government’s commitment to skill development. In February 2025, during Advantage Assam 2.0, he stated that creating a skilled workforce is the government’s next major focus to meet the demands of rising industries in the state.

“Our new generation should take full advantage of the projects coming to Assam; we must now focus on preparing a skilled workforce,” Chief Minister Sarma said. He added, “If our students rely only on academic knowledge, we will never be able to supply manpower for these new industries. Our next challenge is academic reform.”

ADB Senior Education Specialist for South Asia Asako Maruyama highlighted the project’s broader impact.

“ADB’s assistance for the ASU will create pathways for skills progression and mobility and raise skills levels to enhance the productivity and competitiveness of Assam’s economy and industries,” Maruyama said in December 2021. She further added, “The project will improve skills and employability of youth and adults, especially women and disadvantaged groups, and their prospect of getting higher-paying, decent jobs.”

What’s next

With the main campus operations slated for June 2026, the university is expected to intensify its focus on industry engagement, applied research and development (R&D), and international cooperation in skills education and training. The recruitment processes for management, academic, and non-academic staff began in August 2023, with ongoing efforts to develop the university’s management and operating systems, business models, and faculty development programs. The university’s interim campus at Birubari, inside ITI Guwahati Campus, continues to offer academic sessions, preparing for the full transition to the Mangaldoi main campus.
